SML: A/C switch

OK i am haveing some trouble with my SE-R a/c switch, it is the speed control 
i think. The compressor doesn't turn on (doesn't get cold)  until the switch 
is in the highest position. I changed the blower motor resistor on my old E 
when it didnt blow except on the highest setting. Is this the same? Or is it 
the actual switch going bad??
