A rotary engine does rev higher.  Its actually a different engine technology. 
 Instead of pistons, they use a sort-of triangular shaped "rotor" to turn the 
driveshaft.

I had an '87 RX-7 before my ex sold it for a (gag!) Protege.  It was the base 
model, and the engine made 140hp.  Damn, I miss that car.....
