Ok, here's what I tried, I called ATT- 00 and got all the listings in 
Cerritos California for any one with a last name of LEUNG:
all are at area code - 562
A.Leung - 809-1738
Cathy Leung - 926-2340
Eliza Leung - 402-8582
S.Leung - 802-7532

Sents there was no one listed as Victor Leung, you might have to get sneaky 
and make some telephone calls to these different people and say your Mr. So 
and So and you trying to contact Victor Leung because he has won a free trip 
to ???? or he filled out a contest form with ???? Company for ?????and he has 
won $5000.00 and you need an address to contact him to confirm that its the 
correct Victor Leung so you can mail him his check, when you get him on the 
phone if you do, ask him for his social security number so that you can fill 
out an IRS form 1099 that has to be sent to the IRS before you can send the 
check, this way you'll (might) have more information on this guy if he gives 
it to you to help track him down. Also if he asks you for a phone number to 
call back just give him yours or us someone else's phone BUT have a female 
there ready to answer the phone with your company name and have her transfer 
his call to you, just use your head to make up what ever you need for this 
and play it by ear and make every thing sound on the up and up. I hope this 
will give you a lead and a little help to get this guy or your money back or 
your lights, which ever you want the most. If he doesn't want to give you a 
telephone number or what ever to contact him but wants an address to write 
too, to confirm that this is for real, set something up inadvance before you 
call him so you'll have this info for him but I'd make sure it was in a 
different state, that way he wont think it's you, tell him that's your 
companies main mailing address and your at a branch office and make sure he 
puts ATT: Mr. so and so on the envelope so you'll be sure and get it, but you 
might throw in that by doing this it will add a few days until you get the 
letter he is sending and it will take a little longer before you are able to 
OK the check. Get all this set up before you make the phone call just incase 
you do find the guy and you need the info to give to him and have it ready to 
go when you make your phone call to him.
