On my N13, the cooling fan is controlled by a fan switch near the pulleys, and it has nothing to do with the thermostat. The thermostat only controls the flow of the cooling fluid. I don't get your problem exactly... are you trying to say that your car can be warmed up properly but the temperature gauge shows Cold (needle not moving)?
