Have you even been in a car before and after installing underdrive pulleys? 
It's like a night and day difference.  You WILL feel the difference from the
moment you step on the gas when starting the car after the install.  Throttle
response is greatly improved and there is power to be had up top (my
experience.)  It doesn't feel like a big power gain (5-6hp) because the gains
are linear; meaning there is power gained everywhere, from the moment you step
on the gas all the way to redline.  There isn't that big "hump" that you would
expect from a mod that would give you the illusion of big power.  Mike did find
2hp from those pulleys, but at a low RPM; he found 6hp at the power peak and
about 4lb.ft. of torque at the torque peak.  Here's a link to a copy of a

Mike can speak up to correct me, but the other two accessory pulleys (power
steering and alternator) don't add much more power than the first two pulleys
as is (maybe 1hp at most.)  Then again, this is on an SR20, and so the gains
might be different on a GA16.
