Where you drive a pulley has no impact on how much power it will take to
spin the pulley up. It has no effect on the pulleys mass or mass
distribution.
The reason why a crank pulley mass reduction is more effective than the
other pulleys is because the crank spins faster than the drives which run at
a reduced ratio.
