The colder the better. That's part of the reason Nitrous makes power--it 
basically freezes the intake charge (and then there's all that extra O2, as 
well...).

My car runs better once its warmed up too, but that has nothing to do with 
the intake temperature--its due to the fact that an engine has to be hot 
before you get proper piston ring sealing, etc.
