It cuts off the fuel. Try it. Just stay in neutral and try to rev past the
redline. It will start bouncing off, because it cuts off the fuel, then
when it goes down enough, allows fuel again, then cuts it off again when at
7100. It is an extra safety precaution but it does not protect against
misshifts. The reason for this is because it is impossible to protect
against this with a fuel cut. The momentum of the wheels and car would spin
the engine well past 7100 rpm if you shifted at redline into the wrong gear.
Cutting the fuel wouldn't solve this problem at all.
