Which pully belt? Most likely it is the fan belt that your hearing making the
whining noise, check your fan belt (s) and if you've got much more than about
1/2 inch of play between the longest runs of your fan belt between two pullys
its most likely that fan belt or maybe even all of them, tighten which ever
one is lose or which ones are lose and the noise will go away most likely. If
in fact you do have a pully that is lose then that needs to be fixed right
away before it works itself totally off and ends up breaking and maybe taking
something else along with it when it goes.

Ps after rereadring your post I see where you are talking about your fan belt
and not a pully, what it will do is wear out which ever fan belt is the cause
of the noise faster and it could come off, break, and could flop around when
it breaks and do some damage to something when that happens, its safer and
cheaper just to tighten it up to be safe.
