My first sign was fluid leaking out of the end boots.  Since the end boots
aren't actually a grease seal (they are more like a dust cap) this meant
there was an internal fluid leak which can quickly spell doom for the pump.
So I went and swapped it for a rebuilt rack.  Your problem, though, I don't
know.  It could be pump or rack.  I would guess pump.  It's hard to imagine
that something could screw up the rack like that without seizing the pump
completely, which would be pretty loud.  Also, have you checked your fluid
level lately?

What are the signs of a bad steering rack?  I'm trying to sort out some
problems I'm having.  I think the pump is starting to go bad, but it seems
like there may be something else too.  When not moving, and turning the
wheel, it will be really tough for a half turn, and then it will all of a
sudden "give".  I have a 100,000 miles if it helps.
