My first sign was fluid leaking out of the end boots. Since the end boots aren't actually a grease seal (they are more like a dust cap) this meant there was an internal fluid leak which can quickly spell doom for the pump. So I went and swapped it for a rebuilt rack. Your problem, though, I don't know. It could be pump or rack. I would guess pump. It's hard to imagine that something could screw up the rack like that without seizing the pump completely, which would be pretty loud. Also, have you checked your fluid level lately?
