SML: intake

i have a 93 SE and i am getting a weapon R intake, that claims a 8-10 hp increase. do 
i need something else to unleash that power, cause someone told me the only way you 
get that power is if you get like a feul regulator or something like that, can anyone 
tell me if i get my moneys worth, thanks
