The bulletin board was never intended as a replacement for the mailing 
list.  Short of moderating the list I don't know of an effective way to 
keep people on topic.  Asking people to stay on topic certainly doesn't 
work.  I think list traffic has grown sufficiently that dividing it into 
performance and non-performance is a reasonable step to take.
