Actually, look inside the cat and pass a light threw it and see if you see 
the honeycombs clogged at least 40%.  Also, I saw a cat from a Yota that 
looked fine, no clogs at all, but, the thing didn't pass the test, all things 
were in tune, we checked the sensors and it ran OK.  Placed a new cat in it 
and it passed.  We asked a technician and he said that the carbon can also 
build up and coat the platinum combs.  This is from improper tuning of 
ignition system he told us.  So, we replaced the plugs wires rotor and cap 
also to prevent any poor burning before we tested it again.  
        A good look is that the combs or cross plates should look slightly 
like an orange color.  This is proper burning.  If its black as coal on both 
sides of the cat, the thing is most likely dead.
