I used to have a 91 Sentra too.  Over the years the gray rocker panels wore 
badly from the sand and salt.  There wasn't any rust, but the gray was worn 
down to the primer underneath.  Instead of repainting them what I did was 
purchase some spray in bedliner.  It's available from most auto parts 
stores in a spray can.  Sand down the bottom edge of the fenders and rocker 
panels, mask the sides of the car, and spray a coating of the bedliner on 
those areas.

I realize you probably want the paint, but I found on my car even with 
Nissan mud guards installed the paint was always getting chipped and 
scratched.  The bedliner held up much better and looked about the same.  It 
is softer than paint.
