There wasn't any rust, but the gray was worn down to the primer underneath. Instead of repainting them what I did was purchase some spray in bedliner. It's available from most auto parts stores in a spray can. Sand down the bottom edge of the fenders and rocker panels, mask the sides of the car, and spray a coating of the bedliner on those areas. I realize you probably want the paint, but I found on my car even with Nissan mud guards installed the paint was always getting chipped and scratched.
