I'm using Windows and am typing the £ key from the keyboard.
When I type ruby -e 'p Encoding.default_external into the console it says CP850.

How do I change it to utf-8.

Some part of your system isn't configured for UTF-8, then. If it were, the
bytes that represent the "pound currency" symbol would be a UTF-8 codepoint,
instead of the ISO-8859-1 codepoint that it is putting in.
