Sequel.~ throws an error, "WHERE NOT 'search_phrase'..."
~Sequel.xxxx is not applicable.
Negated expressions, !~:
where{(:search_phrase !~ nil)}.
...returns nil search phrases, so this doesn't work nor apply.
