My guess is you have multiple versions of SQLite installed on the system,
and the Ruby sqlite3 gem picks an old version.    From looking at the
sqlite3 extconf.rb, you can probably do gem install sqlite3 --
--with-sqlite3-{dir,include,lib} with the appropriate paths, but if that
doesn't work, you'll have to ask the maintainers of the sqlite3 gem how to
get it to compile against a specific version.
