Improve sequoia packages versioning

The current means of versionning sequoia is by patching
common/util/Constants.java.
This could be improved e.g. by using a properties file.
Also, this file could hold version information for the various imported jars,
e.g. hedera, appia.
Ultimately, we could use the standard jar manifest/Package versioning api.
