MySQL Backuper does not work with mysqldump v4.1.2 to 4.1.9

MySQLBackuper version checking has a bug. The "--add-drop-database" option is 
only available since v4.1.13.
However, when the backuper figures out that a major version 4.1 is used, it 
tries to compare minor version as 2 floats e.g.: 1.9 < 1.13 (but 1.9 is 1.90 
and is greater than 1.13).
Therefore for mysqldump version 4.1.2 to 4.1.9 the test fails and the 
unsupported "--add-drop-database" option is used and it fails (note that there 
is no way to override that behavior).

The version number checking should be fixed.
