Vdb force shutdown returns but does nothing after safe shutdown blocked because
there was an open persistent connection.
1) Launch cluster with default virtual database and enable all backends
2) Get a persitent connection on controller 1
3) Shutdown virtual database on controller 1 using safe mode: blocks
4) Shutdown virtual database on controller 1 using force mode: call returns but
vdb is still up
