If both controllers are in the same LAN and you have multicast
between the controllers, you DO NOT need a gossip server. You can use
Appia out of the box. Neil needed something different, with SSL
tunnels and different views of the controller's addresses, and that
why we improved Appia a little bit to allow more configurations.
Appia uses a gossip SERVICE to discover new members and merge
concurrent membership views. This service runs in one of the
protocols of all members and they only need some type of
communication for the initial discovery messages. This can use a
multicast address OR a simple server that only forwards discovery
messages to other members that it knows. This server acts just like a
proxy and can be replicated by running several instances in different
machines.
But if you are running your Sequoia controllers in a LAN and you have
multicast, just set Appia to the default configuration and you should
be able to put this working out of the box. With Sequoia 2.10 you
only need to change the distribution element like this:
<Distribution hederaPropertiesFile="/hedera_appia.properties">
<MessageTimeouts/>
</Distribution>

servers - in a
true spirit of p2p and gossip protocols.
One way or another, considering that I need to deploy something to
production
fairly soon, I'd rather get jGroups TCP config for Sequoia or run
Appia with
constant monitoring of the gossip server.
