Yes, probably.
There surely is a problem with storing backend state in the recoverylog. Should you need to initialize the system before you/we find the bug, you can workaround this issue by using the -force option of command initialize. It by-passes the checks.
I use the force option for sure :). That's why I supposed there is a bug because even if I initialize the backend every time, if I stop it without shutdown it properly, I am in this inconsistent state and it was not the case with previous versions of Sequoia (the backend was completely disabled). I wanted to know if there was a known problem before I dig a bit more what happens. I'll let you know if I find something. OT: I posted a few comments on JIRA last night and they are not on the list.
