Yes.

 can we restore databases with a daily dump ?

If both controllers have failed, you have two solutions:
- you know which one failed last and you are confident in the data of
one of its backend and you can take it as a reference directly;
- or you restore your backup on one backend and you consider it the reference.

Then you just need to reinitialize your cluster as you did it for the
first time (initialize the reference backend, enable, dump, restore
the backend of the first controller, transfer dump and restore log to
the other one and finally restore the backends of the second
controller).
