Enable Backend sends 2 equal JMX Notifications

When enabling backend 2 equal JMX Notifications "Wrote-enabled Backend" are
sent. Thats because of
DatabaseBackend.getState() returns same for READ_DISABLED_WRITE_ENABLED and
READ_ENABLED_WRITE_ENABLED.
I added a new Notification "Read-enabled Backend" to seperate those cases.
I can provide a patch, if my last patch concerning JMX-Notifications is
concerned and commited, cause otherwise i have to edit the patch by hand to
remove changes i did before.
