Controller floods log with messages when applications connect with an older
driver

The controller prints a flood of useless INFO messages when users connect with
older Sequoia JDBC drivers. This should be lowered to DEBUG or should only
appear if the the driver is truly incompatible. Here's a sample of the
messages:
2007-10-18 10:31:03,349 INFO controller.core.Controller Old driver
version is connecting (Driver=8.11, Controller=8.12) - some new features
may not be accessible
This message can become really annoying when upgrading the controller.
