Hi Simon, 

It appears you may have an overlap between VDB definition files on different
controllers.  For example, you can't have two VDB.xml files for the same VDB
that use the same backend name "a", because then both controllers would own
the same backend.  Also, we don't allow the backend URLs to be the same.  I
notice you are using "localhost" for the backend URL.  Try putting in the
host name and it should work better.

If you look in the log for the first controller you may find a description
of what Sequoia thinks is wrong.  Sequoia sends the definition back to the
other controller for checking.  Otherwise, you should compare the VDB files
very carefully to see what is inconsistent.
