The RecoveryLog element is no more optional. It must be declared whether you
are using a single or multiple controllers configuration. Recovery log
implementations must be pluggable (like Backupers) to allow multiple 0-config
implementations.
The EmbeddedRecoveryLog implemented in Sequoia 3 is an example.
