The two mobile operators in Kosovo, Vala and Ipko have stated that it will
be challenging to start implementation of the new Kosovo dialling code
because of operational and technical issues with international partners. The
director of the Regulatory Authority of Electronic and Postal Communications
in Kosovo (ARKEP), Kreshnik Gashi, told Radio Free Europe that they have
started procedures for sanctioning of the operators for failing to meet
deadlines on removing international parallel dialling codes. Gashi said the
ARKEP will not extend the deadline noting that they will start implementing
sanctions as of 15 January 2019. According to Gashi, mobile telephony
operators Vala and Ipko can be fined up to 10 thousand euro per month for
failing to meet the deadline. Currently in Kosovo, mobile operator Vala uses
the dialling code of Monaco, +377, whereas Ipko Slovenia code,+386, causing
Kosovo additional financial burden. Gashi said that sanctions are the final
measure taken by them asking the operators to implement an important state
decision, namely full implementation of the code +383.

Kosovo received the +383 dialling code in December 2016, from the
International Telecommunication Union (ITU). The code was awarded to Kosovo
after the dialogue in Brussels between Pristina and Belgrade facilitated by
the EU.
