Before committing the change, I had tested it.  My configuration here IS using:

<!ENTITY listserverConfig SYSTEM "../conf/james-listmanager.xml">
<!ENTITY listserverStores SYSTEM "../conf/james-liststores.xml">
<!ENTITY fetchmailConfig SYSTEM "../conf/james-fetchmail.xml">

And the lists ARE working.  Are you saying that the above does not work for you?

The url for the ENTITY declarations in config.xml should be just "../conf/file-name"
