Being not quite familiar with the Apache development process, I still have some
questions... Bear with me; I'm only trying to get a clear picture of things.
There was some discussion about migrating James to JDK 1.4 and/or to a newer version
of Phoenix (Merlin?). Before we start patching, what was the outcome of this?
If this is still undecided, who will patch/release Phoenix?
Will someone take care of the jdk 1.3 patch or is it implied that I am providing that?
(If so, I am not quite aware of that yet...)
Is someone checking the rest of Phoenix/Loom/Merlin for other instances of this issue?
I did a quick scan of Phoenix 4.0.3 and didn't find anything, but then again, it was
my first time digging into this source.

No. Phoenix is in Subversion along with the rest of Avalon. We can apply a
change to it, but I'd like to see a JDK 1.3 compatible patch to go along
with the current proposal.
