existing IETF standards), what clients would support them?
I will review the standards, but whichever clients wished. Just like
with SMTP and IMAP4, these standards would be open to the implementer. I
would like to build them into Thunderbird once the protocol starting
gelling.

I would like to author two new RFCs for these protocols and would
like to have a group to review them with me to make sure they are
viable. I would further like to build them into an existing open
source mail project like James. I would be willing to do the work,
just need someone to backstop me a bit.
Over at the IETF site (ietf.org) there already are some RFCs related
to calendar (iCal) and address book.
Please let me know your thoughts about this.
POP3, IMAP, SMTP are a client-server technologies, are well-defined
standards, there are many client apps supporting them and they are
related to email. as such, they fit into the James ecosystem.
i am not sure how well calendar and address book fit into it as they
are not pure email services.
