Im not sure about this.. I have no problems to put them back, but i
think the hardcoded version give us more control that the admin not
break the "RFC".. 
Anyway i will put them back in config if that makes you happier.

Im not sure i understand you right... You think we should also load the
SendMailHandler in the CoreCmdHandlerLoader ? 
If that was what you mean i don't agree.. Cause this handler must be
calles after the other MessageHandler (which the admin maybe configure).
We could only force it to be loaded as the last MessageHandler..
