Other than this, and getting Cliff to review to make sure that we've properly
crossed our t's and dotted our i's, I feel that we're good to release.

I updated trunk to include a LICENSE file for EVERY jar non copyrighted
by ASF. We didn't include any of them for phoenix dependencies while we
redistribute it.
As I wrote to Cliff I'm not sure that the "same folder of the jar" is
what ASF require because I understood that we should place LICENSE files
in the root od the distribution, but it seems a little weird to put *13*
LICENSE files in our root. Let's hope Cliff have an answer to this so we
can backport *.LICENSE and NOTICE files to 2.3
