rushing out the release feels like a bad move. even more if it is
driven by a somewhat arbitrary external deadline. we should try not to
ignore this ASF requirement, it is important to do the change of the
copyright headers.
but. we are in release mode for a few weeks (if not months) now. if,
in the end, we would come to the conclusion to release the _unchanged_
RC we have right now, couldn't we figure out if we are allowed to do
this even after the deadline is passed for one or two days?
on the other hand, if we have to put out RC3, we should change the headers.
