The issue is that it has no meaning. We all have our own ideas about what the next major release is, but the term "next_major" is not defined. We SHOULD [VOTE] to decide what major version number that release is (e.g. 3.0.0 or 2.4.0) and once that vote has decided we should use the number for planning. If that vote hasn't taken place we shouldn't be planning the contents of that release, it stands to reason.
