Description: RemoteDelivery doesn't use a permanent error when trying
to deliver to a non-existing domain. So the bounce is not sent until all
delivery retries finish. That's not correct. On a non-existing domain the
bounce needs to get sent as soon as possible (was: RemoreDeliver not use a
perment error when try to deliver to a nonexisting domain. So the bounce is not
