First of all I suggest to fix the legal issues we solved in trunk because AFAIK we can't release anymore that branches, nor can we declare them active if we don't fix the legal issues.

This problem is shared between 2.3.1 and next-minor so it make sense to fix this as first, if we'll make a 2.3.1 or a next-minor release.

So if anyone wants to start any effort based on the v2.3 branch please make a proposal and let's agree on what to do before doing anything else.
