I agree that a point release or a next-minor should be prepared as soon as possible, because releasing it after next-major would make not much sense anymore.

I think that we will be all happy if someone prepare a proposal with a list of bugfix/features to be backported for that release and take care of all the procedural issues to prepare a real release.

IMO you can branch even now! I just suggested that it would really be better to do the common stuff first (at least the license headers update) before branching, otherwise you will end up completely different classes in the 2 branches. But I don't care too much, it is just a suggestion.
