First cut at modular build files. Modules following conventions should be able
to use minimal build scripts importing their functions from scripts in these
directories. These scripts include targets which generate outline modules
following this conventional layout. Not extensively tested. Conventions are
debatable but better to have a straw man coded.
take the generators for a spin and look at the module structure
generated. we can then update the conventions based on the feedback.
