We need such a server to be able to test the resolving implementation of jSPF.
Unfortunately the mocked test suite is only able to check that jSPF internals
works fine when the dnsservice service returns an expected result but we can't
test the dnsservice implementation or network problems corner-cases.
This will be also more important to test multiple asynchronous lookups.
