Yes, I think this is the result of refactoring without reapplying
license headers on extracted interfaces/splitted classes.
The code has been committed and refactored by Joachim: JAMES-502
https://issues.apache.org/jira/browse/JAMES-502 tracks the work Joachim
did outside from the ASF repository before being nominated committer.
I don't know if we ever had anything more than "grant for inclusion"
march in JIRA from Joachim (we had a thread on private on 19/10/2006
about a software grant for the code, but I don't remember if this
concluded in a fax sent from Joachim to the ASF).
it seems it should be covered by CLA or grant and his intention was
clear enough. probably just an oversight. so unless joachim jumps in,
IMHO probably safe to add headers.
