Remove commons-digester/commons-beanutils dependencies by moving from xml to

commons-digester and commons-beanutils are solely used for the sieveConfig.xml
parsing.
Replacing this files with 3 properties files will allow us to reduce the
dependencies to the only commons-logging so it worth the change.
