You are just getting the latest version. SVN doesn't do any locking of
files on a checkout, but rather will fail give you a failure on the
checkin if somebody else has made modifications to a file you're trying
to commit changes on.

Book seems to say that "Checkout" is the only way of getting latest
version? Am I right?
