i think we're close to being able to ship a standard-mailets 1.0

i've analysed the diffs between 2.3.1 and standard mailets. the
results are at http://james.apache.org/mailet/standard/release-notes.html.
only minimal changes were made in 3.x.

i favour repackaging to org.apache.james.mailet.standard before release

some pros:
 * consistent with the treatment of crypto
 * plays better with OSGi
 * existing 2.3 users can add the jar and alter the package prefixing

some cons:
 * existing users will (one day) need to add
"org.apache.james.mailet.standard" to their configurations (breaking
compatibility but quite an easy upgrade)

opinions?

any other work we need to do?
