Summary: Cassandra flags updates should not update flags if
identity

If a flags modification leads to no change to current state, we are currently
performing a request to Cassandra to update it to itself.
This is inefficient and can be avoided.
Lightweight conditions are expensive so we should care.
We should thus skip the flag update for this flag. If in a retry loop, the
retry loop should be canceled.
