Summary: Add integration tests for Quota Threshold crossing

The test should:
- Start a James server with the listener configured on it
- Configure quotas
- Trigger the threshold
- And... A notice should be received.
Doing so requires to implement Guice modules for:
- Quota Thresholds
- Event sourcing
