Available as a mailbox plugin, this interface will allow listing users that
match some conditions:
* Occupy more quotas than a given ratio
* Occupy quotas less than a given ratio
* Matches a domain
* Or a logical AND of them.
Additionally:
* It should be alphabetically ordered
* offset and limit needs to be supported
You will:
* Create the API
* Create a memory implementation (scan users, compute their occupation ratio,
then return the result)
* Design a generic test suite for this API
