Summary: JPA & Cassandra should compute current quota when not
exists

Currently, if a user current quota, JPA & Cassandra will assume it to be 0,
even if it is not the case.
We would need to re-compute it in order to get the accurate value.
Note that if quota is enableon amail server with already configured quotas,
this can lead to an invalid quota.
