Ok, so no webadmin. In that case we will **have** to make sure the CLI works. 
Effectively, the Basic Operator will have to access the server and use the CLI 
to add/remove users.

At least we will have a "working" version, but I think this would be a serious 
hurdle to adoption.

A topic for a different issue! :)

Can I just remove the config file in this case, too?
