Summary: Fix unstable integration tests in distributed server

Some integration tests running upon distributed server are failing. There are 3
type of errors:
* using fixed String in assertion.
* generating ID using the default factory.
* State storing is asynchronous.
For the State error, we should wait for the State to be saved successfully or
ignore when it is not possible to do the former action.
*DoD:* all failing tests passing.
